OSINT Report on Russia’s Military Footprint in Belarus

A new analytical report, Russia's Military Footprint in Belarus: An OSINT-Based Assessment of Security, Integration, and Influence, has now been published.


The report was prepared by Konrad Muzyka in cooperation with the European Council on Foreign Relations (ECFR) within the framework of the project “Portrait of Exiled Belarusians and the Role of Belarus in Russia’s War on Ukraine.”


The study examines how Russia has transformed Belarus from a strategic partner into a forward-operating military platform since 2020, combining satellite imagery analysis, logistics data, military infrastructure mapping, and open-source intelligence (OSINT).


The report traces the evolution of Russian military deployments, logistical integration, ammunition transfers, Wagner Group activities, and the growing role of Belarus in Russia’s regional military posture. Particular attention is paid to:


  • military infrastructure and storage bases,

  • rail-based logistical support for the war against Ukraine,

  • Russian air defence and missile deployments,

  • tactical nuclear infrastructure in Belarus,

  • and the strategic implications for European security ahead of ZAPAD-2025.


The report also reflects on the broader political consequences of Belarus’s increasing military dependence on Russia and discusses implications for NATO, EU policymakers, and regional security planning.


The publication is based on OSINT methods, including satellite imagery analysis, transport and logistics tracking, official military communications, and open-source documentation.
